King was the son of Ellen Archer and Angus Stanley King, a lawyer, and was born in Alexandria, Virginia. His father served as a United States magistrate in the Eastern District of Virginia. He graduated from Dartmouth College with a B.A. in 1966. King was a member of the Delta Upsilon social fraternity while at Dartmouth. He subsequently went on to the University of Virginia School of Law, where he earned his law degree in 1969.

King began practicing law in Brunswick, Maine, shortly after graduating from law school. He worked for Pine Tree Legal Assistance in Skowhegan as a staff attorney. He was the chief counsel for the United States Senate Subcommittee on Alcoholism and Narcotics in 1972. In the 1970s, King worked as a legislative assistant for Democratic U.S. Senator William Hathaway.

He was also well-known throughout the state as a public television host. King was diagnosed with an aggressive form of malignant melanoma when he was 29 years old, in 1973. King has stated that he believes he was only able to survive cancer because he had health insurance, and he has used this experience to illustrate why he supports the Affordable Care Act.

King launched his candidacy for governor of Maine as an independent candidate in May 1993. Governor John McKernan, a Republican, was term-limited and was unable to seek re-election. King left the Maine Democratic Party, which he had been a member of for much of his life. King told the Bangor Daily News a few weeks after announcing his campaign, “The Democratic Party as an institution has become too much the party that is looking for something from government.” Senator William Cohen, was the Republican nominee, and she was largely unknown to the voter at the time. The Democratic Party has said no.

In 1998, King was re-elected with 59 percent of the vote, defeating Republican Jim Longley Jr and Democrat Thomas Connolly. Since Brennan’s reelection in 1982 with 62 percent, King’s 59 percent was the greatest share of the vote a governor contender had gotten. Brennan’s victory in 1982 was also the last time a gubernatorial candidate obtained a majority of the vote until 1998, and King’s reelection in 1998 was the last time a Maine governor garnered a majority of the vote until 2018.
