In the state of Maryland, Benjamin Louis Cardin was born in the city of Baltimore. The family name was “Kandinsky” until it was changed to “Cardin.” Cardin’s grandparents were Russian Jews who came to America as children. His grandfather, Benjamin Green, started a neighborhood grocery store that grew into a wholesale food distribution business. Dora Cardin was a teacher, and Meyer Cardin, a member of the Maryland House of Delegates who later served on the Baltimore City Supreme Court, was his father. Cardin and his family were members of the Beth Tfiloh Congregation, a Modern Orthodox congregation that had been related to the family for three generations. Cardin is a City College graduate.

Cardin was elected to the Maryland House of Delegates in November 1966 while still in law school. He was elected to the seat previously held by his uncle, Maurice Cardin, who had decided not to run for re-election so that his nephew could compete. From 1974 to 1979, he chaired the Ways and Means Committee, then served as the 103rd Speaker of the House until his resignation.

He was the youngest Speaker in Maryland history at the time, at the age of 35. As Speaker, he was active in efforts to overhaul Maryland’s property tax system, school financing formula, and elected officials’ ethical standards.

In 1986, with Congresswoman Barbara Mikulski running for the U.S. Senate seat vacated by retiring Senator Charles Mathias, Cardin ran for Mikulski’s seat in the 3rd congressional district, which included a substantial portion of central Baltimore and numerous close-in suburbs. Cardin received 82 percent of the vote in the Democratic primary, which was the real struggle in this solidly Democratic district. He defeated Republican Ross Z. Pierpont, a perennial candidate, with 79 percent of the vote in the main election.

Cardin stated on April 26, 2005 that he will run for the U.S. Senate seat held by long-serving senator Paul Sarbanes, following Sarbanes’ revelation that he would not seek re-election in 2006. Cardin faced a tough primary struggle with fellow Maryland Democrats Allan Lichtman, Josh Rales, Dennis F. Rasmussen, and his former House colleague Kwesi Mfume on September 12, 2006. Cardin, on the other hand, received 44 percent of the vote, compared to 40 percent for Mfume, 5% for Rales, and 2% for Rasmussen. Cardin defeated Republican candidate Michael Steele 54 percent to 44 percent in the 2006 election. Cardin became the third R in a row.

When the 2021 storming of the United States Capitol occurred, Cardin was involved in the certification of the United States Electoral College vote count. When the rioters broke into the Capitol, Cardin was on the Senate chamber floor. After Vice President Mike Pence was removed from the chambers, he was “ushered rapidly — and I mean fast — out from the Capitol.” While hiding with other senators in a safe area during the storm, Cardin tweeted, accusing President Donald Trump of inciting the protesters.
