Cassidy, was born in Highland Park, Illinois, and is of Irish and Welsh origin. He grew up in Baton Rouge and graduated from Louisiana State University with a Bachelor of Science in 1979 and a Doctor of Medicine in 1983.

At the Earl K. Long Medical Center, Cassidy specialized on the treatment of liver illnesses. Cassidy helped create the Greater Baton Rouge Community Clinic in 1998 to give free health care to uninsured citizens of the Baton Rouge area. The Clinic provides free dental, medical, mental health, and vision care to low-income families through a “virtual” strategy that matches needy patients with clinicians who provide free care. Cassidy was also instrumental in the establishment of the non-profit Health Centers in Schools, which provides hepatitis B and flu vaccinations to children in the East Baton Rouge Parish School System. Cassidy was a survivor of Hurricane Katrina.

Cassidy was elected to the Louisiana State Senate as a Republican for the first time in 2006. He had previously supported Michael Dukakis for president in 1988, donated to Senator Paul Tsongas’ presidential campaign in 1992, and to Louisiana Democrats Governor Kathleen Blanco in 2003 and 2004 and Senator Mary Landrieu in 2002. Landrieu “was elected and slipped into political politics… Louisiana hasn’t left Mary, Mary has abandoned us,” Cassidy said in 2013. He has largely donated to Republican candidates since 2001, notably Senator David Vitter. Cassidy claims he switched parties because the conservative Democrat’s died out.

Cassidy was elected to the United States House of Representatives on November 4, 2008, defeating incumbent Democratic Congressman Don Cazayoux with 48 percent of the vote. His triumph was most likely due to state legislator Michael L. Jackson’s independent candidacy. Jackson received 36,100 votes, which was more than the 25,000 votes that separated Cassidy and Cazayoux. Cassidy handily won a second term in the 2010 midterm elections, defeating Democrat Merritt E. McDonald of Baton Rouge with 66 percent of the vote. Cassidy was re-elected in 2012, defeating the Libertarian Rufus Holt Craig, Jr. and the Independent Richard Torregano. Cassidy earned 79% of the vote.

Cassidy teamed up with California Representative Jackie Speier to submit legislation in May 2009 that would change House rules to require members of Congress to post their earmark requests on their Congressional websites. Previous earmark reform efforts focused on making earmarks that were funded by Congress more transparent.

He sponsored the Gulf Coast Jobs Preservation Act in June 2010, which would lift the moratorium on deep water drilling and require the Secretary of the Interior to guarantee that deep sea drilling operations are safe. He fought to make sure that money from the Gulf Coast Restoration Trust Fund, which was set up in the aftermath of the BP oil spill, was put to good use.
