Blanche and Perry Dyson Inhofe raised Inhofe in Des Moines, Iowa. As a child, he moved to Tulsa, Oklahoma, with his family. In the general election, he defeated Democrat Gary Allison by a margin of 55% to 43%. In 1988, he defeated Democrat Kurt Glassco, Governor George Nigh’s legal counsel, by a margin of 53 percent to 47 percent. In 1990, he defeated Glassco once more, this time by a margin of 56 percent to 44 percent. Following redistricting, the 1st District consisted of only two counties: Tulsa and parts of Wagoner. Inhofe was re-elected with 53% of the vote in 1992.
