Hoeven was born in Bismarck, North Dakota, to Patricia “Trish” Hoeven and John Henry “Jack” Hoeven, Jr. His father was the president and chairman of a bank in Minot, North Dakota, where he worked. Hoeven’s ancestors are of Dutch, Swedish, and English descent. He attended Dartmouth College, where his father also studied. Beginning in 2000, he oversaw the creation of a multi-resource energy programmer for the state, with incentives in each energy sector, transforming North Dakota into one of the country’s largest energy-producing and exporting states. During his tenure, the state added nearly 40,000 new jobs. Wages and personal incomes increased at a faster rate than the national average. For a time, the state led the country in export growth. The state’s reserve surpassed $600 million in late 2006, and it now exceeds $700 million. Hoeven was the president of the United States in December 2009.
On January 11, 2010, Hoeven announced his intention to run for the seat vacated by Byron Dorgan in the 2010 North Dakota Senate election. Hoeven defeated Democratic-NPL nominee Tracy Potter, 76 percent to 22 percent, to become North Dakota’s first Republican senator since 1987. Hoeven has served as the dean—the most senior member of North Dakota’s congressional delegation—since 2013. He was named one of the seven wealthiest U.S. Senators in 2018. Hoeven received a “F” grade from the nonpartisan Lugar Center’s Congressional Oversight Hearing Index during his tenure as chairman of the Senate Indian Affairs Committee in the 116th Congress.
