Thune was born in Pierre, South Dakota, to Yvonne Patricia Thune and Harold Richard Thune. During WWII, Harold Thune flew the Grumman F6F Hellcat as a fighter pilot in the Pacific theatre. According to KELO News, “Thune flew numerous Navy missions from an aircraft carrier. He was awarded the Distinguished Flying Cross for downing four enemy planes in his Hellcat.” Harold Thune’s missions were launched from the USS Intrepid. Thune decided to make his first foray into electoral politics in 1996, when he ran for South Dakota’s lone seat in the United States House of Representatives. According to the Almanac of American Politics, Thune “entered the 1996 race as a decided underdog.” His main opponent was Rapid City Lieutenant Governor Carole Hillard, who had the backing of longtime South Dakota Governor Bill Janklow. Hillard led Thune by 69 percent to 15 percent in a May 1996 poll.

Thune won the primary by relying on strong personal skills and the assistance of his old network of Abdnor friends, defeating Hillard 59 percent to 41 percent. Thune defeated Democrat Rick Weiland, a long-serving aide to Thune, in the general election.

Thune ran against incumbent Democratic U.S. Senator Tim Johnson in 2002. Thune was defeated by only 524 votes. According to one study, “while the margin of victory [for Johnson] was only 524 votes, getting into that winning position required a number of important factors, including Native American turnout, Johnson and his allies’ ability to more effectively use the ground war to get their message out, Thune’s ineffectiveness on the air and lack of experience in winning competitive elections, and low voter turnout.” Evans, a former Libertarian candidate who dropped out of the race, endorsed Thune but remained on the ballot.
