Cramer was the first of five children born to Clarice and Richard Cramer in Rolette, North Dakota. was raised in Cass County, North Dakota, and graduated from Kindred High School. In 1983, he earned a B.A. from Concordia College in Moorhead, Minnesota. In 2003, he received a master’s degree in management from the University of Mary in Bismarck, North Dakota.

Governor John Hoeven appointed Cramer to the Public Service Commission in 2003. In 2004, he was elected to a six-year term on the Public Service Commission, defeating NPL nominee Ron Gumeringer 65–35 percent of the vote. Cramer was re-elected to the Public Service Commission for a second term in 2010, defeating Democratic nominee Brad Crabtree 61–35 percent of the vote. He was a member of the commission until 2012.
Berg announced his retirement in 2012 in order to run for the United States Senate. Cramer decided to run for re-election for the fourth time. Several national conservative organization’s, including FreedomWorks and the Club for Growth, backed Cramer, while Berg supported Cramer’s opponent, fellow Public Service Commissioner Brian Kalk. Cramer received 54,405 votes (54 percent) to Kalk’s 45,415 in the Republican primary election in June 2012. Cramer defeated Democratic-NPL State Representative Pam Gulleson in the November 2012 general election, receiving 173,585 votes to Gulleson’s 131,870 votes. Eric Olson, the Libertarian Party’s candidate, received about 3% of the vote. On January 3, 2013, he was sworn in.
Cramer is anti-abortion. He is a critic of Planned Parenthood and has called for the organization’s public funding to be cut off. Cramer criticized the Supreme Court decision Roe v. Wade in 2013, linking an increase in mass shootings to the legalization of abortion and a decline in religious values. This remark was slammed by the North Dakota Democratic Party’s director and published in Cosmopolitan. And I replied, ‘No, I am not afraid; I am certain they will.'” Cramer said of American society in the same speech, “We have normalized perversion and perverted God’s natural laxity.”
