He was a Republican who served as South Dakota’s 31st governor from 2003 to 2011, as well as in the South Dakota Senate from 1991 to 2001. Rounds was elected to the United States Senate in 2014, replacing retiring Democrat Tim Johnson. In 2020, he was re-elected over Democratic nominee Dan Ahlers.
Rounds, the eldest of 11 children, was born in Huron, South Dakota, to Joyce and Don Rounds. He is descended from German, Belgian, Swedish, and English ancestors. Rounds has lived in Pierre, the state capital, since he was three years old. He was named after his uncle, Marion Rounds, who was killed in World War II in the Pacific theatre. Several Rounds family members have served in state government. His father has held positions such as state director of highway safety, Rural Electrification Administration staffer, and executive director of the South Dakota Petroleum Council. Tim Rounds, his brother, is a member of the South Dakota Legislature, representing District 24, which includes Sioux Falls.
District 24, which was based in Pierre, was represented by Rounds. He defeated incumbent state Senator Jacqueline Kelley by a margin of 53 percent to 47 percent in 1990. In 1992, 1994, 1996, and 1998, he was re-elected. Rounds was forced to leave the Senate in 2000 due to legislative term limits enacted by South Dakota voters in 1992.
South Dakota’s state legislature passed legislation on February 22, 2006, prohibiting all medical abortions except those necessary to save the mother’s life. Rounds signed the act on March 6, 2006, and the ban was supposed to go into effect on July 1, 2006, but it did not because of a legal challenge. Due to a petition, a referendum on repealing H.B. 1215 was placed on the ballot for the November 2006 statewide election. On May 30, more than 38,000 signatures were submitted, which was more than double the 17,000 required to qualify. On November 7, 2006, the day of Rounds’ reelection, voters repealed the law.
