Patrick Joseph Toomey, Jr. was born on November 17, 1961, in Providence, Rhode Island, the third of six children born to Catholic parents Mary Ann of East Providence and Patrick Joseph Toomey of Providence. His father worked as a union worker for the Narragansett Electric Company, and his mother was a part-time secretary at St. Martha’s Catholic Church. Toomey was a Boy Scouts of America member who attained the organization’s highest rank, Eagle Scout. His father was of Irish ancestry, while his mother was of Portuguese ancestry. Toomey was hired by Chemical Bank after graduation and worked in currency swap transactions. He joined Morgan, Grenfell & Co. in 1986, where he traded multiple foreign currencies, interest rates, and currency-related derivatives. Toomey left Morgan, Grenfell after it was acquired by Deutsche Bank in 1991. He later stated that he resigned because he was concerned that Deutsche Bank would impose a less flexible and entrepreneurial work environment. Toomey and his two younger brothers, Steven and Michael, opened Rookie’s Restaurant in Allentown, Pennsylvania, the same year.
Toomey ran for Pennsylvania’s 15th congressional district, which includes the Lehigh Valley region, in 1998 after Democratic incumbent U.S. Representative Paul McHale has decided to step down. Toomey received 27 percent of the vote in the six-candidate Republican primary. Toomey ran against Roy C. Afflerbach, a State Senator and former state representative, in the general election. During the campaign, Toomey criticized the Clinton-Gore administration’s agenda, particularly its plans to reform the Internal Revenue Service. He claimed that the plan failed to address “the real fundamental problems plaguing American taxpayers” and that the IRS should be abolished.
Toomey ran in the Republican primary against longtime incumbent Senator Arlen Specter in 2004. The Club for Growth contributed $2 million in advertising to his campaign. Toomey’s campaign theme was that Specter was not a conservative, particularly when it came to fiscal issues. The majority of Pennsylvania’s Republican establishment, including the state’s other U.S. Senator, Rick Santorum, and President George W. Bush, backed Specter. Specter won by 1.6 percentage points, or approximately 17,000 votes out of a total of over one million cast.
