Burr was born in Charlottesville, Virginia, on November 30, 1955, to Martha and Rev. David Horace White Burr. He graduated from Winston-Salem, North Carolina’s Richard J. Burr ran for Senate Republican Conference chair in 2007, but was defeated by Tennessee Senator Lamar Alexander by a vote of 31 to 16. Senator Jon Kyl of Arizona, the Senate Republican Whip at the time, appointed Burr as Chief Deputy Whip for the 111th Congress in 2009. Burr was appointed deputy whip in 2007.
