Portman was born in Cincinnati, Ohio in 1955, to Joan and William C. “Bill” Portman II. His ancestors were Presbyterians. On his father’s side, his great-grandfather, surnamed “Portman,” immigrated from Switzerland; Portman also has Scots-Irish, English, and German ancestors. The Portman family owns the Golden Lamb Inn, Ohio’s oldest continuously operating restaurant and inn. In 1990, Portman met President George H. W. Bush. Portman’s grandfather, Robert Jones, bought the Golden Lamb Inn in Lebanon, Ohio, in 1926 and renovated it with his future wife, Virginia Kunkle Jones, using antique collectibles and Shaker furniture. The couple was in charge of the inn.

Portman graduated from Cincinnati Country Day School in 1974 and went on to Dartmouth College, where he majored in anthropology and earned a Bachelor of Arts in 1978. Portman then attended the University of Michigan Law School, where he earned his Juris Doctorate in 1984 while also serving as vice president of the student senate. During law school, he went kayaking and hiking across China, where he met Jane Dudley, whom he married in 1986. Portman moved to Washington, D.C., after graduating from law school, to work for the law firm Patton Boggs.

In 1993, Portman ran in a special election to replace Congressman Bill Gradison of Ohio’s second congressional district, who resigned to become president of the Health Insurance Association of American of Home Builders, and several lesser-known candidates in the Republican primary. Portman was chastised in the primary for his previous law firm’s work for Haitian President Baby Doc Duvalier. Buchert branded Portman and McEwen as “Prince Rob and Bouncing Bob” in campaign commercials.

Portman had a lifetime rating of 89 from the American Conservative Union in 2004, and he was ranked 5th among Ohio’s 18 House members. On November 17, 1993, Portman cast one of his first votes in Congress in support of the North American Free Trade Agreement. “He set a professional work environment that rose above partisanship and ultimately gave taxpayers more rights,” Pete Sepp of the National Taxpayers Union said of Portman’s work on the Internal Revenue Service Restructuring and Reform Act of 1998. Portman, according to Democratic Representative Stephanie Tubbs Jones of Cleveland, “is pleasant and easy to work with when compared to other Republicans.” During the first four years of George W. Bush’s presidency.

Bush nominated Portman to be Director of the Office of Management and Budget on April 18, 2006, succeeding Joshua Bolten, who was appointed White House Chief of Staff. Portman stated that he was excited about the opportunity, adding, “It’s a big task. Every spending and policy decision made by the federal government is influenced by the Office of Management and Budget “.. Bush expressed his trust in Portman, saying, “The position of OMB director is extremely important, and Rob Portman is the right person for the job. Rob’s abilities, expertise, and track record of success are well-known within my administration and on Capitol Hill.” On May 26, 2006, the United States Senate confirmed him unanimously by voice vote.
