Ronald Wyden was born in Wichita, Kansas, the son of Jewish parents who had fled Nazi Germany. Wyden grew up in Palo Alto, California, and attended Palo Alto High School, where he played basketball. On a basketball scholarship, he attended the University of California, Santa Barbara, and later transferred to Stanford University, where he earned a Bachelor of Arts in 1971. In 1974, he graduated from the University of Oregon School of Law with a Juris Doctorate. Wyden founded the Oregon chapter of the Gray Panthers while teaching gerontology at several Oregon universities from 1974 to 1980. Wyden also served as the executive director of the Oregon Legal Services Center for the Elderly.

During the Democratic primary, Wyden, who was only 31 years old at the time, defeated incumbent Representative Bob Duncan in Oregon’s 3rd congressional district, which encompassed the majority of Portland. Later that fall, with 71 percent of the vote, Wyden easily defeated his Republican opponent, Darrell Conger. The 3rd has long been Oregon’s most Democratic district, and Wyden was re-elected seven times from it, never falling below 70% of the vote. During his time in the House, Wyden was a key figure in the passage of Section 230 of the Communications Decency Act of 1996.

In a special election to fill the Senate seat vacated by Bob Packwood in January 1996, Wyden narrowly defeated Oregon State Senate President Gordon Smith. He defeated Smith by just over 18,000 votes, owing primarily to outnumbering Smith by more than 89,000 votes in his home county of Multnomah County. Smith won a separate Senate election in November 1996 to succeed retiring Senator Mark Hatfield, and Smith and Wyden served together until Smith’s defeat in 2008 by Democrat Jeff Merkley.

In June 1996, Wyden proposed a change to the Federal Aviation Administration’s mission, which was supported by Transportation Secretary Federico F. Pena. In September, Wyden joined Wendell H. Ford in requesting that the FAA make public information about the federal government’s reasons for not making airline safety data more readily available to travelers.

Wyden, along with Chuck Schumer, was one of only two senators on the Senate Energy and Natural Resources Committee to vote against Gale Norton’s confirmation as United States Secretary of the Interior in January 2001. Wyden expressed reluctance in his opposition and expressed hope that Norton’s opinion of her would change.
