Roy Dean Blunt is an American politician who has represented Missouri in the United States Senate since 2011. He formerly served as a member of the Republican Party in the United States House of Representatives and as the Secretary of State of Missouri. He was elected to the United States House of Representatives for Missouri’s 7th congressional district in 1996 after serving as Missouri Secretary of State from 1985 to 1993. From 2003 to 2009, he was the Republican Whip in the House of Representatives. In 201, Blunt ran for the United States Senate and won.
Blunt was born in Niangua, Missouri, on January 10, 1950, to Neva Dora and politician Leroy Blunt. He was granted three draught deferments from the Vietnam War throughout his undergraduate years. He received his master’s degree in history from Southwest Missouri State University two years later. From 1993 to 1996, he served as president of his alma mater, Southwest Baptist University.
When Blunt was named county clerk and top election official of Greene County, Missouri, in 1973, he began his political career. He was re-elected three times and served for a total of 12 years in the role. Bill Phelps, the current Republican Lieutenant Governor, ran for governor in 1980. Blunt, the Greene County Clerk, chose to run for the available seat and won the Republican primary, but lost the general election 56 percent to 44 percent to State Representative Ken Rothman. After incumbent Democratic Secretary of State James Kirkpatrick announced his retirement in 1984, Blunt competed for the job and won the Republican primary with 79 percent of the vote. He was elected in the general election, defeating Democratic State Rep.
After incumbent U.S. Representative Mel Hancock followed his vow to serve just four terms, Blunt decided to run for the United States House of Representatives in 1996. Blunt ran in Missouri’s 7th congressional district, which is located in the Ozark Mountains in the southwest and is the state’s most conservative district. The Rely on Your Beliefs Fund is Blunt’s political action committee. He defeated Gary Noddle 56 percent to 44 percent in the Republican primary on August 6, 1996. He defeated Democrat Ruth Bamberger 65 percent to 32 percent in the general election. Blunt supports the No Child Left Behind Act and voted in favor of school prayer. He supported school vouchers in the District of Columbia but opposed larger legislation.
He voted to outlaw partial-birth abortions and to make it illegal to transport children across state boundaries for the purpose of receiving an abortion. In accordance with the Hyde Amendment, he opposes federal funding for elective abortions. He supported the failed Federal Marriage Amendment, which aimed to impose a nationwide prohibition on same-sex marriage, and he opposes gay adoption. The Republican American Conservative Union gave him a 94 percent lifetime and 96 percent 2004 rating, the ACLU a 14 percent rating, and the conservative Christian Coalition a 92 percent rating. In 2013, Blunt voted against the Employment Non-Discrimination Act, which would have made discrimination by employers illegal.
