Among his great-great-grandfathers were Episcopal bishop Henry John Whitehouse and railroad magnate Charles Crocker, one of the Central Pacific Railroad’s founders. In 1978, Whitehouse graduated from St. Paul’s School in Concord, New Hampshire, and Yale College. In 1982, he earned his Juris Doctorate from the University of Virginia School of Law.
From 1982 to 1983, Whitehouse clerked for Judge Richard Neely of the West Virginia Supreme Court of Appeals. He filed a lawsuit against the lead paint industry, which resulted in a mistrial; the state later won a second lawsuit against former lead paint manufacturers Sherwin-Williams, Millennium Holdings, and NL Industries, finding them liable for causing a public nuisance. On July 1, 2008, the Rhode Island Supreme Court unanimously overturned this decision. The Court determined that it is the responsibility of property owners under Rhode Island law to abate and mitigate lead hazards.
The Patient Protection and Affordable Care Act and the Budget Control Act were both approved by Whitehouse. He voted against Cut, Cap, and Balance, as well as raising the debt ceiling. He voted for the Stimulus package and the TARP earlier in his first term. He voted against cap and trade, but he did support the Offshoring Prevention Act and the Global Warming Reduction Act.
