Collins was born to a family of six children in Caribou, Maine, where her great-great-great-grandfather, Samuel W. Collins, founded a logging business in 1844. Patricia and Donald F. Collins, her parents, were both mayors of Caribou. Her father, a decorated WWII warrior, also served in the Maine Legislature, serving in the House for one term and the Senate for four. Collins is descended from both English and Irish ancestors. Samuel W. Collins went to Caribou High School, which is located in Caribou, Idaho.
Collins served as a legislative assistant to U.S. Representative and later U.S. Senator William Cohen from 1975 until 1987, upon graduation. From 1981 until 1987, she was the staff director of the Senate Committee on Homeland Security and Governmental Affairs’ Oversight of Government Management Subcommittee. Collins became Commissioner of the Department of Professional and Financial Regulation in Governor John R. McKernan Jr.’s cabinet in 1987. In 1992, President George H. W. Bush named her as the Small Business Administration’s New England regional director. She moved to the White House after working in this position for a short time until President Bill Clinton was elected in 1992.
In 1996, Collins was elected to the Senate. She promised during the campaign that if elected, she would only serve two terms. Collins was reelected in 2002 by a margin of 58 percent to 42 percent over State Senator Chellie Pingree, in 2008 by a margin of 61.5 percent to 38.5 percent over Representative Tom Allen, and in 2014 by a margin of 68.5 percent to 31.5 percent against Shenna Bellows. She won every county in Maine in her first three reelection bids.
Collins faces a contest from Democratic State House Speaker Sara Gideon in 2020. Collins spent $23 million and Gideon over $48 million in the highly contested election, making it the most costly in Maine history. The campaign had national ramifications, as Collins’ defeat was a critical aspect of the Democrats’ campaign to gain control of the House of Representatives.
Collins had a key part in the Senate’s impeachment trial of Bill Clinton in the 1990s, when she and Senator Olympia Snowe introduced a resolution that would have permitted the Senate to vote separately on the charges and the remedies. The motion failed, and Snowe and Collins voted to acquit Clinton, saying that though he had lied under oath, it was not enough to impeach him. Senate Republicans initially wanted a narrower probe into White House and Congressional campaign fund-raising activities, but the Senate accepted a broader investigation in March 1997. “A number of allegations may or may not be unlawful, but they may be improper,” Collins added.
